Voter registration and your PVC: a practical guide
You cannot vote in a Nigerian election unless you are registered and hold a valid Permanent Voter Card (PVC). This guide explains, in plain terms, who is eligible and the general steps involved — so you can make sure your voice will count in 2027.

Who is eligible to register?
To register as a voter in Nigeria, you must:
- Be a citizen of Nigeria;
- Be at least 18 years old;
- Be ordinarily resident, work, or originate from the area where you register; and
- Not already be registered elsewhere (double registration is not allowed).
What is Continuous Voter Registration?
INEC periodically opens a process called Continuous Voter Registration (CVR). During CVR windows, eligible citizens who have never registered can do so, and existing voters can update or correct their records. INEC announces when and where CVR is open ahead of each election cycle, both online and at designated registration centres.
The general registration steps
- Pre-register or book online where INEC provides an online portal, then complete the process in person.
- Visit a registration centre with an acceptable means of identification.
- Capture your biometrics — a photograph and fingerprints are recorded.
- Receive a slip confirming your registration while your PVC is produced.
- Collect your PVC when INEC announces that cards are ready, usually at the local government or ward level.
Transferring or replacing your PVC
If you have moved to a new state or constituency, you can usually apply to transfer your registration so you can vote where you now live. If your PVC is lost or damaged, INEC provides a replacement process during registration windows. Both typically require confirming your details through INEC's official system.
A PVC sitting uncollected is a vote that cannot be cast. Collecting it is the single most important step to participating.
Why this matters for 2027
